On December 18, Wuxi government held a symposium, in order to seek for opinions on municipal “the 13th Five Year Plan” outline from all sectors of society. Mayor Wang Quan, the member of Municipal Standing Party Committee and Executive vice Mayor Huang Qin attended the meeting. The Secretary of the Party Committee, Chairman of the Board and CEO of Far East Holding Group Jiang Xipei was invited to attend and offer advice and suggestions.
The atmosphere of symposium was very warm, personage of all democratic parties, nonparty personage, principal of Association of Industry and Commerce, Party representatives in basic level, NPC members, representatives of veteran cadres, enterprise representatives, representatives of streets in villages and towns, representatives from colleges and universities, etc. over 20 people in total, spoke out freely and expressed their own opinions around planning outline actively.

Jiang Xipei put forward 6 suggestions on planning outline. Firstly, with great economic amount, Wuxi should guarantee high quality of economy, sustainable growth during the period of the 13th Five Year Plan. It was suggested to set about 7% of economic growth rate. Secondly, Yixing owned rich tourism resource, especially in areas of Taihua, Zhangzhu and Yunhu. He suggested building Yunhu International Holiday Resort of Yixing with Yunhu as center, so it was hoped that the related departments of government could finish top-level design as soon as possible. Thirdly, he suggested Yixing to further optimize and integrate the administrative division of villages and towns, complete infrastructure and strengthen industrial cluster. Fourthly, as for the construction planning of 3 general aviation industrial parks including Jiangyin of Yixing in the outline, he thought that there was too many planning in aviation industrial parks, so further optimization of resource allocation should be suggested, and the construction planning of aviation industrial parks should be adjusted. Fifthly, we should lay emphasis on liquidizing remnant assets, and it was suggested to control the scale of investment, conduct effective investment, cautious investment. Sixthly, “high quality and high price” was the explicit wording in national 13th Five Year Plan project, to boost reform in economic field needed to build good commercial environment, marketing environment, to advocate “high quality and high price” could promote the sound enterprise competition. And it was suggested to add the expression of “high quality and high price”, comprehensively opened prices of commodities and service in competitive field, and promoted the sound development of “high quality and high price” in the section of outline boosting the reform in economic field.

Wang Quan thanked for the concern and support from all people on the economic and social development of Wuxi. He said that, the “the 13th Five Year Plan” outline being drafted, insisted on combining the deploy of great decision of the central government and provincial Party committee with the reality of Wuxi closely, put forward the implementation of innovation-driven core strategies, namely, the 6 strategies, dominant strategy of industry strengthening market, all-round opening strategy, urban-rural integration strategy, strategy of sustainable development and strategy of building and sharing people's livelihood, comprehensively completed well-off society during the period of “the 13th Five Year Plan”, and in exploring the road of basic realization of modernization, we should step out solid steps, lay solid foundation on the construction of “strong, rich, beautiful, high” new Wuxi. He indicated that, the opinions put forward by the attended representatives were constructive and typical, and the drafting group would summarize, refine and absorb carefully, amend and complete the planning outline, pay attention to combine with the central and provincial requirements, with the anticipation of the masses, make great efforts to compile “the 13th Five Year Plan” outline with scientificity, systematicness, perspectiveness and operability.
