Jiang Xipei's Advice to Zhongnanhai “Counterfeit and Inferior Goods Hinder Market Equity”

    Recently, student representatives of the CNEDP ? Stanford Project were invited to Zhongnanhai by Huang Shouhong, director of the State Council Research Office, to participate in the "Economic Situation and Private Enterprise Development" symposium in the conference room of State Council Research Office. The leaders fromthe top 500 enterprises and the top 500 private enterprises in China offered advice and suggestions based on the real problems, development bottlenecks and private enterprise survival environment in their respective industries, covering system reform, transformation and upgrading, double power, double creation, fee and categories of tax, intellectual property rights, resources allocation, inadequate policy implementation and unclear direction of support policy and so on.

The Scene of the Symposium

    Jiang Xipei, student of the CNEDP ? Stanford Project, founder of Far East Holding Group Co., Ltd., chairman of the board, secretary of the Party Committee, made suggestions on improving the infringement and counterfeiting punishment mechanism, and put forward his own views on the tax reform.

    Jiang Xipei said that the fight against infringement and counterfeiting should start from entrepreneurs, who have the responsibility and obligation to provide the formation of valuable comments and suggestions in practical work to the relevant state authorities for reference from the reality of infringement and counterfeiting, contributing to perfecting the laws and regulations, promoting the establishment of anti-counterfeit ecological pattern of  co-construction, sharing responsibilities and social goverance.

    Jiang Xipei mentioned several phenomenaat the scene, such as the current rampant infringement andcounterfeits,improperly using laws on public bidding, high taxes, companies' exploiting loopholes, therefore putting forward specific suggestions for further perfecting legislation, strict law enforcement and co-government online and offline with new technologies.

    First, it is suggested to focus on chaos, vigorously rectify and standardize the market order, strengthen the governance of fake and shoddy products just like management of drunken driving, truly making quality and brand enterprise life and eliminating the fake and shoddy products.

    Second, it is suggested to speed up amending and perfecting the relevant laws and regulations, such as tendering and bidding, which cannot be measured by low price only, but quality, technology, service and brand.

    Third, we should make more efforts to implement tax reduction and lighten the burden of enterprises effectively. We should decrease categories and tax rate of the stamp duty with appropriate reduction of the purchase and sale contract; personal income tax threshold should be raised from RMB 3,500 to over RMB 7,000, and we should lower the highest marginal tax rate of personal income tax, and begin to collect inheritance taxes.

    Forth, the industry and commerce administrations, quality supervision departments cannot submit for censorship, but inspect samples randomly on the spot, turning "arranged inspections" into "random ones". They need to resolutely eliminate fake products and protect high-quality ones.

    Fifth, we should expedite the improvement of social credit system and the establishment of dishonest punishment mechanism, so that dishonest ones get punishment and private enterpriseswith high quality and credit obtain respect and preferential treatment.

    The sharing of Jiang Xipei attracted the sympathetic response of the entrepreneurs on the site, and participants generally expressed the need for enterprises to promote the craftsman spirit. The cost of counterfeit in the means of production and equipment industry is the economic loss, but the life in the food and beverage industry; we should advocate "well-known trademark" and "free-inspection product" to guide the creation of competitive products, and prevent them being corruption tools. We should protect the craftsman spirit of the entrepreneurs and set up the economic environment law for the revitalization of the entity.

    On May 24, at the request of Prime Minister Li Keqiang and the State Administration of Taxation, leaders of related departments of the State Administration of Taxation came to Shanghai to exchange with Jiang Xipei on tax reform. Jiang Xipei believes that the reform should adhere to the guidance of the policy of supporting the strong enterprises, and China's good enterprise is the foundation and source of China's economic, social development and people's happiness. China should give priority to support companies which register in China, abide by laws, pay taxes and arrange employment with ability of sustainable development and profit, especially ones with international competitiveness.
