In the national coal trade fair industrial forum held on Dec. 3, the General Deputy Secretary of China Electricity Council Sun Yong’an indicated that, the electric power development of our country had characteristics of slowing down and shifting, structure optimization, green transformation, relaxed supply in whole this year. During the period of “the 13th Five Year Plan”, the space for the development of power sector is still very large, we should speed up reform and innovation and technical green transformation in system, in overall power planning we should adhere to innovative, coordinated, green, open, shared development.
Sun Yong’an indicated that, during the period of “the 13th Five Year Plan”, as for the electric power development of our country, firstly, we should adhere to innovative development, speeding up institutional innovation of electric power, strictly implement No.9 document and its related supporting method, reliably and orderly explore determination of main body system of preferential investment by open market bidding invitation, energetically promote electric power development mode and innovation of business model.
Secondly, insist on harmonious development. Coordinate electric power and economy, upstream and downstream industrial development, avoid electric power supply falling into the condition of oversupply in the long term, intensify unified planning of electric power, regional distribution and project absorbing market, planning supporting power grid and adjusting peaking power source as a whole, make national planning rigid implementation mechanism perfect.
Thirdly, insist on green development, continue to increase the ratio of non-fossil energy in generating electricity, have optimal configuration in varieties of non-fossil energy in generating electricity, give priority to develop hydroelectric power and nuclear power, in order to push and stabilize economic growth, promote electric green transformation and low carbon development in power structure, guarantee the safety economy supply of electricity in medium and long term. According to the related documents of country, do well in upgrading and reconstruction of coal power energy conservation and emission reduction, speed up to research and set out electric energy replacement strategy, introduce the industrial policy of electric energy replacement, popularize “replacing coal with electricity” in industrial and civil field.
Fourthly, adhere to open development. Use both domestic and international resources and markets as a whole, emphasize overall arrangement in the strategy of One-Belt-and-One-Road, continue to boost nuclear power, hydroelectric power, thermal power to go out, have active participation in the development of global electric power energy.
Fifthly, adhere to sharing and development. Recommend both sides of coal power to share for development, support coal power in joint operation. Give play to market mechanism, speed up construction and use electricity market trading platform to carry out electricity transaction orderly. Enhance the general service level of power sector, speed up the upgrading and reconstruction of urban and rural power distribution network and the upgrading and reconstruction of rural power grid.
He indicated that, this year, the electric power development of our country had characteristics of slowing down and shifting, structure optimization, green transformation, relaxed supply in whole. From the aspect of electricity consumption structure, in the first 10 months of this year, the electricity consumption proportion in the secondary industry reduced 1.3 percents on year-on-year basis, the electricity consumption proportion in the service sector increased 0.8 percents on year-on-year basis. Sun Yong’an indicated that, “The electric power development impetus of our country is shifting, and the negative growth of electricity consumption in secondary industry is the dominant factor of electricity consumption for the whole society.”
With the reduction of industrial power, there are also the ratios of coal power investment and thermal power, etc. In 2014, the proportion of investment of coal power in investment of power supply reduced to 21%. The power supply of thermal power continued to reduce, and the using hours of thermal power equipment may go down to below 4000 hrs per year during the period of “the 13th Five Year Plan”.
