Jiang Xipei Focuses on the Reform of Bidding and Inviting Public Bidding with Leaders from AQSIQ

    On October 25, Zhang Wenbing, the director of Product Quality Supervision Department of AQSIO, and Wang Jun, the director of Production License Management Office of Product Quality Supervision Department of AQSIO and his party came to visit Far East Group to investigate and discuss on the issue of “reform of bidding and inviting public bidding”. Jiang Xipei, the board president and CEO of Far East Holding Group and Jiang Huajun et al, the vice-president and CEO of Far East Smarter Energy Co., Ltd. (Smarter Energy; stock code: 600869) received them.

Jiang Xipei Gives a Speech at the Forum

    At the forum, Jiang Xipei stated that AQSIO took up the heavy responsibility of implementation of “rejuvenating our country with quality and strengthening with brand” strategy. At present, some industries had behaviors of cheating in work and cutting down material, counterfeit and inferior goods and shoddy goods for quality goods that seriously damaged marketing order. Reasons were as below, firstly, manufacture enterprises were not of self-discipline enough to comply strictly with specifications of quality; secondly, customers were lack of quality sense and chased unduly cheap products; thirdly, relevant departments failed to exercise supervision effectively which caused disordered competition; fourth, poor guide of bid-tender and lack of top-level design. At current circumstance, enterprises with principle, law, integrity and quality couldn’t have deserved status in market, which was not comply with concept of “rejuvenating our country with quality and strengthening with brand” advocated by our country. He took cable industry as an example to introduce efforts made by Jiangsu Optical & Electric Cable Industry Chamber of Commerce to improve industry environment. He suggested AQSIO that at the same time of strengthening management of quality control divisions, they should optimize further quality control means. For instance, changing sample presentation to terminal check or blind check etc.

    Zhang Wenbing expressed his appreciation for “three thriving causes” of Far East, that were industry cause, education cause and charity cause. On the suggestions and opinions on the reform of bidding and inviting public bidding gave by Jiang Xipei, he indicated the current mechanism of the lowest price bid-tender won the bid in bid-tender came at a certain history condition, which put negative influence on product quality and market environment to some extent from some feedback. However, any revision of laws needed prudent investigation and researches which were of great difficulty and long period. At present stage, maintenance and improvement of market environment needed joint efforts of many multipartite such as enterprises, government and society. In the short term, beneficial attempts on reform of bidding and inviting public bidding could be made. Such as supervision departments researched and came out relevant implementation detailed regulations, local government established and improved early warning system of commercial bid, and trade associations provided technical bid with relevant standard and evaluation under current legal framework. The current top-level design will be further improved to make practical preparation for future reform. He expressed that AQSIC would listen carefully and comb constructive opinions and suggestions of all parties, and actively promote reform of bidding and inviting public bidding and made efforts with all parties. Finally, he appreciated again for the trust and support to AQSIC by Far East. He wished more exchanges with Far East and it would grow more and more successful.

    Leaders and the delegation visited intelligent medium-voltage cable factory of smart energy, marine equipment cable factory, science and technology museum of smart energy, etc. Leaders of provincial and municipal quality system attended activities such as Qiu Shaomin, the deputy director general of Jiangsu Bureau of Quality, Qie Lingwu, the deputy inspector of Jiangsu Bureau of Quality, Gu Yonghua, the deputy director of supervision division of Jiangsu Bureau of Quality, Yuan Biao, the president of Jiangsu Institute for Product Quality Inspection, Pei Zhiliang, the director general of Wuxi Municipal Bureau of Quality, Zhou Daxiang, the director general of Yixing Municipal Market Supervision Administration. They were accompanied for visit by Sun Lu, the investor and general manager of Far East Maimaibao Network Technology Co., Ltd (MMB), Wang Xiaoqiang, the investor, senior director and vice-general manager, Li Lin, the investor, senior director of quality department of Smarter Energy and Ma Bohua, the assistant director of technology service department of Smarter Energy.
